Please consider emphasizing a ceasefire. Without a ceasefire, matters such as the draft constitution and military reorganization cannot be discussed at all, so as to break the Kuomintang’s plot of fighting on a large scale in the Northeast while simultaneously discussing the draft constitution with various parties and demanding that our Party submit materials on military reorganization. We should stress that a ceasefire in the Northeast is the prerequisite issue; without a ceasefire, nothing will be discussed, and the materials on military reorganization will not be submitted either.
