Telegram to Ye Jianying, Rao Shushi, and Others[1]

The urgent insistence of the Kuomintang and the United States on having the three-man conference go to Shenyang is aimed entirely at pressuring our side into recognizing the Kuomintang’s occupation of the three cities of Changchun, Harbin, and Qiqihar, as well as the Shenyang-Harbin railway line. Enlai has already argued strongly on just grounds in Chongqing and categorically refused. Ye and Rao must take note and under no circumstances agree to any demands from the Kuomintang or the United States.
