The Kuomintang and the United States are colluding with each other and have long been seeking pretexts to establish anti-Soviet and anti-Communist strongholds in the provinces of Rehe and Chahar. Therefore, the bandit infestations in northern Chahar and northern Rehe must be swiftly eliminated, the disorderly conditions in these two areas must be promptly rectified, and mass struggles there must be rapidly launched. To this end, it is necessary to select and dispatch a large number of capable cadres to carry out the work and to send authoritative leaders to take charge of all operations.
