Marshall says that for Chiang’s sake, some places must after all be taken over. You should tell Marshall that apart from occupying Shenyang and the Beining Line, Chiang has in the last month and a half also occupied our Fushun, Anshan, Liaoyang, Haicheng, Yingkou, Tieling, Changtu, Kaiyuan, and areas right up to the vicinity of Siping. This belt is the main industrial zone of Manchuria. Although the area we occupy is comparatively broader, our industry there is very meager, and therefore we absolutely can hardly yield any more. The army and people of the Northeast are extremely indignant at the Chiang army’s policy of massacre and demand the establishment of democratic institutions.
