To Peng Zhen and Lin Biao[1]

(April 28, 1946)

Please consider whether it is advantageous to continue fighting or to cease fire quickly. If we continue fighting, we must be prepared for the diehard side to be able to add the strength of one army corps during May (the first batch of the 93rd Army boarded ships on Mao Hao[2]; it is estimated that all will arrive in the Northeast in mid-May and late May). If we can annihilate and rout the New 1st Army currently attacking Siping in the first half of May, then it would be advantageous to fight one more battle before ceasing fire.
