Peng, Lin:

(1) Rapidly transfer a portion of the troops from Southern Manchuria[2] northward and place them under Lin’s direct command for operations. (2) Changchun should be prepared for city defense; designate city defense units to prepare provisions and ammunition and hold the city to the death, coordinating with field armies to annihilate the enemy. (3) Rapidly transfer new recruits to reinforce the main forces. (4) Thoroughly destroy the railway between Shenyang and Siping.
