Your telegram of the night of the 16th[2] received. The assessment and response are quite appropriate. The dynamics of both the Democratic League and the democratic faction within the Kuomintang are of great consequence; it is hoped that more work will be done. If the three cities of Changchun, Harbin, and Qiqihar are occupied, the rear area consolidated, and the troops further tempered, there will be no fear even if Chiang wants to fight on a large scale.
