Telegram to the CPC Delegation in Chongqing[1]

(April 16, 1946)

The troops defending Changchun are all puppet troops.[2] The people of the Northeast have the right, now and in the future, to eliminate these puppet troops. During negotiations, do not recognize the puppet troops as government forces.

[1] This is the main content of a telegram drafted by Mao Zedong for the Central Committee of the Communist Party of China to the CPC delegation in Chongqing.

[2] The troops garrisoning Changchun at the time were the former "Iron Stone" unit of the puppet Manchukuo regime.
