Policy toward Armed and Unarmed
Guomindang Personnel 1
(March 30, 1946)
To the Northeast Bureau:
We have received your telegrammed directive of March 29 2 sent to all localities. It is very good. When you capture Changchun, Harbin, and Qiqihar via speedy
and fierce measures, the policy you should adopt toward their armed forces is one
of annihilation; all their forces should be disarmed. But their unarmed personnel (Party and government) are not to be humiliated, harmed, or killed. They
should be moved to the countryside and put under house arrest to facilitate future
exchanges. Order the commanders in all localities to be clear on this point and to
obey it.
