Telegram to Zhou Enlai[1]

We absolutely cannot accept the stipulation that the teams shall only accompany government troops; this is a provision insulting to the Chinese Communist Party. A clause must be added whereby the government guarantees to promptly negotiate with the Chinese Communist Party a political settlement of the Northeast question in accordance with the principles of the various resolutions of the Political Consultative Conference; otherwise, we will not sign.
