entered—3 a new turning point, namely, a fundamental change has occurred in the balance of forces between the two warring sides. The People’s Liberation Army not only has long held superiority in quality but now also holds superiority in numbers. This is a sign that the success of the Chinese revolution and the realization of peace in China are drawing near. At the end of the first year of the war, that is, at the end of June this year, the Kuomintang still had a total of approximately 3.65 million men. Compared with the 4.3 million men at the time when the Kuomintang launched the nationwide civil war in July 1946, this number represents a decrease of 650,000 men. This is because, during the two years of war, although the Kuomintang lost approximately 3.09 million men through capture and desertion (of whom 1.64 million were captured),
