The peaceful settlement of the Northeastern question has long been the consistent stand of our Party. With regard to your proposal of April 18, Comrade Zhou Enlai, on behalf of our Party, had agreed to give it due consideration; unfortunately, the other side rejected it, and no agreement was reached, which is deeply regrettable.
