• To Commander Zeng, Commander Bai, Commander Ru, and through them to all officers and soldiers of the entire army: Your telegram of October 17 has been received. Your army’s uprising in Changchun and subsequent joining of the People’s Liberation Army have brought about an orderly liberation of the city, which is deeply gratifying. The action taken by Commander Zeng and others should serve as a model for all Nationalist troops in Northeast China and throughout the country that are willing to awaken and follow suit. It is hoped that, under the direct leadership of Commander Lin and Political Commissar Luo, you and your comrades will unite the entire army, strive for progress, improve relations between officers and men as well as between the army and the people, fight side by side with the rest of the People’s Liberation Army, and endeavor to drive out the U.S. aggressors, overthrow the reactionary Kuomintang clique, and establish a new China.
