To Mr. Wang Tingjun, Chairman of the Malayan Perak Branch Congress of the China Democratic League:  Your telegram of September 11 has been duly received. We note with appreciation your League’s vehement condemnation of the civil war and its earnest appeal for peace, which strikingly addresses the pressing issues of the day. Since the surrender of Japanese aggressors, our Party has consistently taken peace, democracy, and national independence as its goals. However, the belligerent elements within the Kuomintang, relying on foreign support from the U.S. government, have persisted in dictatorship and civil war, sabotaging the resolutions of the Political Consultative Conference, the military reorganization plan, and the armistice agreement. For several months now, they have imposed unreasonable demands as preconditions for negotiation, using these as a smokescreen to conceal their preparations for an all-out civil war. The situation has now reached its most critical stage.  The key to resolving this crisis lies in the effective implementation of the January resolutions of the Political Consultative Conference. We urge overseas Chinese compatriots of distinction to redouble their efforts and continue to strive for peace, democracy, and national independence in the motherland.
