The six persons who came to Yan'an and the CCP side agree to the following two points: 1. Halt the proceedings of the National Assembly. 2. Promptly convene a Political Conference. The CCP side's proposal: For the sake of uniting all of the nation's political parties, factions, and non-partisan representative figures to jointly discuss national affairs, so as to mobilize, unify, and strengthen all of the Chinese people's anti-Japanese forces on a democratic basis, to coordinate with the Allied nations in the final defeat of the Japanese aggressors, and to establish an independent, free, democratic, unified, and prosperous new China, and on the condition that the National Government halts the proceedings of the National Assembly which cannot represent the will of the entire nation's people, the Chinese Communist Party agrees to the convening of a democratic Political Conference by the National Government, and proposes that the following points must be determined prior to its convening:

1. The organization of the Political Conference: To be jointly formed by an equal number of representatives put forth by each of the three sides, the Zhongguo Guomindang, the Zhongguo Gongchandang, and the Zhongguo Minzhu Tongmeng, and by non-partisan representative personages put forth by each of the three sides (in a number one-third that of the representatives of each side) and agreed to by the other sides.

2. The nature of the Political Conference: a. Open. b. Equal. c. Free and unanimous. d. Possessing the power of decision.

3. Matters to be discussed by the Political Conference: a. Regarding urgent measures for democratic reform. b. Regarding the termination of one-party dictatorship and the establishment of a democratic coalition government (a government of national unity participated in by all political parties, factions, and non-partisan representative figures). c. Regarding a democratic administrative program. d. Regarding the future convening of the National Assembly.

4. Release political prisoners before the convening of the Political Conference.

5. For the sake of the smooth proceeding of the Political Conference, preparatory consultations should first be made by all sides before the Political Conference is convened, so as to decide upon the four points above and their concrete content.
