The Northwest Bureau’s plan for June 11–11 is correct. All bureaus and sub-bureaus should, in light of the specific conditions in their respective regions, promptly formulate this year’s plans and complete all-level cadre meetings during July and August. By September, work throughout each region should be fully arranged, and cadres should have moved into the countryside to carry out either land reform, rent reduction, or party building and government consolidation. It is imperative that all such activities follow the procedures and methods outlined in the Central Committee’s directive of May 15, and that, over the coming year, not only should the serious political errors of recent years be avoided and not repeated, but also close attention be paid to the agricultural seasons. Meetings in rural areas should be held during the relatively slack autumn period and the peak slack winter period (though care should be taken to avoid excessive frequency), focusing on completing the tasks that can and ought to be done. In the past, it has been customary in various localities to convene high- and mid-level cadre meetings in autumn and winter to lay out the year’s work, a practice that failed to take account of farmers’ seasonal schedules and greatly impeded rural work. This situation must be changed beginning this year. The duration of all-level cadre meetings must be shortened, in accordance with paragraph 1(b) of the Central Committee’s May 15 directive; the number of participants should not be too large, and outlines for discussion should be prepared in advance. The longstanding habit of holding cadre meetings for one or even two months at a time must be abandoned.
