To Cheng Zihua and Others[1]

The troops, finances, and cadres in Rehe shall all rely on the Shanxi-Chahar-Hebei authorities for resolution, while the Northeast Bureau is concentrating its attention on organizing operations on the interior lines and has no time to attend to other matters. Therefore, the previous decision is hereby changed, and a Central Sub-Bureau for Hebei-Rehe-Liaoning shall be established, still under the command of the Shanxi-Chahar-Hebei Central Bureau. The Central Sub-Bureau for Hebei-Rehe-Liaoning shall have Cheng Zihua as secretary, with Xiao Ke, Luo Ruiqing, Li Yunchang, Hu Xikui, Zhao Yimin, Wu De, and Zhan Caifang as members. Xiao Ke shall serve as commander of the Hebei-Rehe-Liaoning Military Region, Li Yunchang as deputy commander, Cheng Zihua as first political commissar, and Luo Ruiqing as second political commissar. The field army under the command of Xiao Ke and Luo Ruiqing shall be renamed the Second Field Army of Hebei-Chahar-Shanxi-Liaoning-Rehe, with Xiao and Luo remaining as its commanding officers. Its main tasks are to defend Rehe and persist in the struggles in eastern Hebei and northern Beiping.
