To the Jireliao Bureau, with copies to the Northeast Bureau, the Jincha-Ji Bureau, and Comrades Huang and Liang [1]: The area centered on Jinzhou constitutes a strategic pivot for the concentration of our main forces to conduct operations. The Jireliao Bureau must simultaneously attend to both the southeastern and southern fronts. With regard to the southern front, as previously communicated by telegraph, the objective is to smash the Chiang Kai-shek forces advancing from Beiping toward Chengde, thereby creating a battlefield and making the necessary dispositions. It is now requested that a large contingent of cadres, accompanied by capable leading comrades, be dispatched without delay to Chaoyang to establish a leadership center. These cadres are to be assigned to the counties of Chaoyang, Lingyuan, Fuxin, Suizhong, Xingcheng, Jinxi, Jinzhou, and Yizhou, with the following tasks: to mobilize the masses, suppress counter-revolutionaries, organize militia guerrilla units and local armed forces, create operational areas, support the operations of the main forces at Jinzhou and Shanhaiguan, and build a solid rear area for our army by setting up supply depots, providing food, caring for the wounded and sick, transporting cadres, and ensuring that the Jin–Chaoyang railway remains under our control.

In carrying out this work, the Jireliao Bureau should follow the guiding instructions of the Northeast Bureau.
