Telegram to the CPC Delegation in Chongqing[1]

All major railways have been cut, and none of Chiang Kai-shek’s troops are able to advance. During the negotiations, we already proposed that neither side station troops along the railways and that troop movements be subject to consultation, but in reality we cannot agree to their side moving troops, because moving troops means civil war. Toward the United States, our policy remains one of a friendly attitude; only under the condition that American troops attack us can we not refrain from self-defence.
