Dalian is a free port, and the Soviet side has already refused the landing of Kuomintang troops. Lüshun is also not permitted for landing. Therefore, Chiang Kai-shek’s side is attempting to land at Yingkou and Jinzhou, and may also try at Andong and other places.

It is inevitable that Chiang’s troops will land at Qinhuangdao and advance toward Shanhaiguan and Jinzhou. In addition to ordering all units en route to hasten their march, arranging overnight sea transport from the Jiaodong area, and instructing Lin Biao to rush to Shenyang to assist you in command, you are expected to strengthen training with your existing forces, mobilize the masses, resolutely prevent the landing, and buy time.
