Prepare to Concentrate All Forces to Annihilate Fu Zuoyi’s Troops and Capture Guisui[1]

Nie and He:

Definite intelligence from the Second Bureau indicates that Fu Zuoyi[2] deployed his forces on the 25th, concentrating the 101st Division, the 32nd Division, and the 26th Division west of Zhuozishan[3] to engage our troops in a decisive battle, resolutely annihilating our attacking forces. The Provisional 17th Division is to be used for intercepting our troops, while the Provisional 11th Division garrisons Guisui. If this situation is confirmed, our forces should rest for several days near Zhuozishan, complete all offensive preparations, and then concentrate all strength to annihilate the Fu diehards and capture Guisui. In this operation, the objective of annihilating the main force of the Fu diehards must be achieved. Our main force should be moved behind the positions of the Fu diehards, striking from west to east, so as to encircle and annihilate them, and we must be prepared for bloody battles lasting many days.
