The Northeast Army[2] under Wan Yi shall make immediate preparations for departure and await orders to proceed to the Northeast.

[1] This is the main content of a telegram drafted by Mao Zedong for the Central Committee of the Communist Party of China to the Shandong Sub-Bureau.
[2] Wan Yi, formerly a brigade commander of the 115th Division of the Northeast Army and a secret member of the Communist Party of China. Later, the 111th Division broke away from the Kuomintang army and came under the leadership of the 115th Division of the Eighth Route Army, with Wan Yi serving as commander of the 111th Division. In 1943, the 111th Division was renamed the Binhai Detachment. At the time, Wan Yi served as deputy commander of the Shandong Binhai Military Region and concurrently as commander of the Binhai Detachment.
