Telegram to Lin Feng and Others[1]

(August 26, 1945)

(1) The cadre regiment of 1,200 personnel assigned to work in the four northeastern provinces and the regiment led by Deputy Brigade Commander Zhao[2] will set out from Yan’an in the coming days. They are to be placed under the command of Lin Feng to march to the border area of Rehe and, seizing the opportune moment, enter the four eastern provinces to carry out their work. (2) Whether the army can proceed to the three provinces of Liaoning, Jilin, and Heilongjiang remains unknown at present. At this moment, the struggle for control of the Jin-Sui area is of the utmost importance; therefore, Zhengcao[3] and the troops under his command shall, for the time being, remain at their current posts and carry out their original tasks.
