A passage added while reviewing and revising the draft of the directive by the Central Committee of the Communist Party of China and the Central Military Commission on changing the policy of occupying large cities[1] (August 22, 1945)

We should still actively send personnel into the large cities to mobilize the masses, win over the puppet troops, publish newspapers, arrange underground work, and strive to secure our Party’s position in the cities.

[1] The directive of the Central Committee of the Communist Party of China and the Central Military Commission pointed out that Chiang Kai-shek was using his legitimate status to accept the surrender of enemy troops, and the enemy and puppet forces could only hand over the large cities and key lines of communication to Chiang Kai-shek. Under such circumstances, our army should change its policy and, except for a few individual places that can still be occupied, focus on seizing small cities and the vast rural areas.
