The Wan Yi detachment is to be transferred to the Northeast immediately, proceeding via Hebei to the border of Rehe to await orders. This detachment currently has 2,500 personnel; after weeding out the old, weak, and deserters, it would be good if 1,500 can reach the destination. All Northeast cadres who can be transferred should be transferred to Wan's unit as far as possible.
