Telegram to the Central China Bureau on the Question of the Police[1]

(August 15, 1945)

With regard to the police in the various cities, before our side enters a city, they should be ordered, through the military authorities, to take responsibility for maintaining order. After entering the city, the police must not be arrested, lest there be no one to maintain order and chaos be more easily provoked. All police chiefs may also, on the condition that they can obey our military control orders, temporarily not be replaced.
