Directive to the Representatives Negotiating with the Kuomintang Government[1]

(January 24, 1945)

1. Strive for a coalition government and cooperate with democratic personages;
2. Convene a conference of parties and groups as a concrete step, with the Kuomintang, the Communist Party, and the Democratic League participating;
3. Demand that the Kuomintang first accomplish the following items — release Zhang Xueliang, Yang Hucheng, Ye Ting, Liao Chengzhi, and others; withdraw the troops encircling the Shaanxi-Gansu-Ningxia Border Region; realize certain freedoms; and abolish secret service activities.

[1] On January 22, Mao Zedong replied by telegram to Hurley, informing him of the decision to send Zhou Enlai to Chongqing to represent the Communist Party of China in negotiations with the Kuomintang government. This was Mao Zedong’s directive issued on January 24, before Zhou Enlai flew to Chongqing.
