Reply to Zhou Enlai’s Telegram[1]

(December 1, 1944)

The reply draft has arrived. It is not advisable to submit it at present. We should adhere to the five-point agreement and wait until after the Seventh Congress to discuss the reply draft. Submitting the reply draft too early would be disadvantageous. Therefore, please have Zhou and Dong return to Yan’an together, and inform Hurley that Zhou cannot return to Chongqing on the original plane.
