Draft Agreement of Yan'an

— Agreement Between the National Government of China, the Kuomintang of China, and the Communist Party of China [1]

(November 10, 1944)

1. The Government of China, the Kuomintang of China, and the Communist Party of China shall work together to unify all military forces of China so as to swiftly defeat Japan and rebuild China.

2. The present National Government shall be reorganized into a coalition national government comprising representatives of all anti-Japanese political parties and non-partisan political figures, and shall promulgate and implement new democratic policies for reforming military, political, economic, and cultural affairs. At the same time, the Military Council shall be reorganized into a coalition military council composed of representatives of all anti-Japanese armed forces.

3. The Coalition National Government shall uphold the principles of Dr. Sun Yat-sen for establishing a government of the people, by the people, and for the people in China. The Coalition National Government shall implement policies to promote progress and democracy, and shall establish justice, freedom of thought, freedom of the press, freedom of speech, freedom of assembly and association, the right to petition the government for redress of grievances, personal freedom, and freedom of residence. The Coalition National Government shall also implement policies to realize the following two rights: freedom from fear and freedom from want.

4. All anti-Japanese armed forces shall observe and carry out the orders of the Coalition National Government and its Coalition Military Council, and shall be recognized by this government and its military council. Supplies obtained from the United Nations shall be distributed equitably.

5. The Coalition National Government of China recognizes the legal status of the Kuomintang of China, the Communist Party of China, and all anti-Japanese political parties.
