If, when meeting with Nelson[2] and Hurley, the matter of aid is brought up, it is hoped that you will propose that at least one-half of the U.S. military aid to China should go to the Eighth Route Army and the New Fourth Army, that is, an equal division between the Guomindang and the Communist Party, and no longer mention one-third, because in terms of battle achievements, troop strength, and political standing, the Communist Party is superior to the Guomindang.
