Reply to the Telegram of Lin Boqu, Dong Biwu, and Wang Ruofei[1]

(September 11, 1944)

When reporting to the Political Consultative Council on the negotiations between the two parties[2], it is correct for Lin to prepare, on the basis of Zhou’s talk[3] and the reply letter to Zhang and Wang, to refute the reactionary views of the Kuomintang and to publicize our achievements in the War of Resistance, our strength, and our reasonable demands. The Kuomintang’s proposed case does not mention the needs of the War of Resistance at all, whereas our Party’s reasonable demands are entirely based on the needs of the War of Resistance. This is the fundamental point of difference between the two sides. According to the incoming telegram, the minor parties and local strength factions intend to jointly propose with our Party the reorganization of the government. Please consider whether it is appropriate at present for our Party Central Committee to submit this proposal alone to the Political Consultative Council.
