To the Various Central Bureaus of the Chinese Communist Party and Others[1]

(June 18, 1944)

The Kuomintang is desperately trying, before foreigners and Chinese alike, to obliterate or conceal the achievements, strength, and role of our Party and our army in the War of Resistance Against Japan. On the occasion of the visit of the Chinese and foreign press corps to Yan’an, in addition to giving direct replies, we shall also use enemy and puppet documents to provide counter-evidence. It is hoped that all bureaus, all committees, and military organs will immediately mobilize to collect a large volume of enemy and puppet publications containing statements and statistical figures that praise the bravery and ingenuity of our Party and our army, express fear of our army’s strength, and reveal their various countermeasures, and swiftly transmit them using the news cipher.
