Speech at the Meeting of the Secretariat of the Central Committee of the Communist Party of China[1]

(April 15, 1944)

Our overall attitude this time is neither servile nor overbearing. We should express our desire for easing tensions, for resisting Japan to the very end, and for unity to the very end, without displaying an overbearing attitude. We should seek to resist Japan together with them, so that they do not feel that we are threatening them. Toward the middle-of-the-roaders, the main task is to propagate democracy and win their alliance. Toward Britain and the United States, the main task is to propagate the War of Resistance and request that Britain and the United States send personnel to be stationed permanently in the Shaanxi-Gansu-Ningxia Border Region.
