To the Central Committee of the Communist Party of China, Central China Bureau, et al. [1]

With the great battle in the Central Plains, there is hope for renewed coordination between the Kuomintang and the Communist Party. Comrade Lin Boqu has been dispatched on Yanday [2] from Yan’an to Chongqing for negotiations. All units in our Central China and Shandong must strictly follow previous orders to concentrate attention on dealing with the enemy and puppets, training and consolidating the troops, developing production, rectifying the three styles, and cautiously investigating secret agents. Under no circumstances should the Kuomintang be provoked. It is hoped that orders will be circulated to all subordinates to make this known.
