Speech at a Meeting of the Secretariat of the Central Committee of the Communist Party of China[1]

Even with regard to secret agents, a distinction must be made between the important and the ordinary, the willing and the coerced, the ringleaders and the accomplices under duress. Many young people joined the Kuomintang in the early period of the War of Resistance in order to resist Japan; that was not a mistake. Their mistake was that they did not report it to the Party.
