Annotation on a Telegram from Dong Biwu[1]

Proposed reply: Zhou has had nothing to do in Chongqing for three years. Before the Kuomintang genuinely intends to resolve issues reasonably, he does not plan to come out. All matters can be negotiated through Dong. When it truly becomes possible to resolve issues reasonably, Zhou can come out.

[1] This is Mao Zedong’s annotation on a telegram from Dong Biwu dated the 12th, reporting that Chiang Kai-shek and others had repeatedly inquired whether and when Zhou Enlai would come out from Yan’an to Chongqing.
