To Chen Yi and Others[1]

After Yu Xuezhong withdrew from Shandong, our work in Shandong has greatly expanded, and the main mountainous areas in central and southern Shandong are all under our control. This is extremely important for the future struggles in Central China and Shandong. However, Shandong currently lacks sufficient troops for deployment, and the newly developed areas cannot be rapidly consolidated. It is hoped that one small regiment will be drawn from each of the First, Second, Third, and Fourth Divisions in Central China and sent to Shandong, to be placed under the command of the Shandong Sub-Bureau and the Shandong Military Region, to assist Shandong in opening up work.
