Supporting the struggle and preserving cadres are both important. If there is insufficient understanding of preserving cadres, serious mistakes will be made. The good and important cadres previously sent from your area have been very few. It is hereby decided that you shall select and transfer from your directly affiliated organs, schools (Kangda, Party School), and the Beiyue, Jizhong, and Pingbei areas four hundred to five hundred good high-level and upper-level cadres to be sent to Yan’an for study; a portion of the best middle-level cadres may also be selected.
