Central Committee of the Chinese Communist Party Sends Congratulatory Telegram to the CPSU and the Soldiers and Officers of the Red Army—Celebrating the Fifteenth Anniversary of Red Army Day—the Great Victory of the Red Army—February 21, 1943 (Special Dispatch)  Tomorrow marks the fifteenth anniversary of the founding of the Soviet Red Army. The Red Army’s counteroffensive is advancing with irresistible momentum, achieving unprecedented victories. Anti-fascist forces throughout the world are unanimously celebrating this occasion, and the Chinese people rejoice in it all the more deeply. The Central Committee of the Chinese Communist Party dispatched a special telegram of congratulations yesterday. The original text reads as follows:  Comrade Stalin, the Central Committee of the CPSU, and the soldiers and officers of the Red Army: On behalf of all party members and the Chinese people, the Central Committee of the Chinese Communist Party warmly celebrates both the fifteenth anniversary of the Red Army’s founding and its great counteroffensive victory. After fifteen years of struggle, and especially after ten months of fighting against fascist aggression, Red Army Day has evolved from a “carnival” of the international working class into a “carnival” for all humanity. Peoples of all five continents who cherish freedom have, through their own experience, unanimously recognized the Red Army and the Soviet people as the mainstay of resistance against fascist violence and the vanguard in building a new, peaceful world.  The Red Army’s offensive over the past three months has aroused cheers and praise everywhere. Around the globe, scholars and military experts are studying the strategic and political lessons of these victories. This offensive is undoubtedly without precedent in history, and its scale and pace continue to grow. Since launching its counteroffensive on November 19 at the beleaguered city on the Volga River, the Red Army has advanced more than six hundred kilometers westward within three months, reaching the vicinity of the Dnieper River. The Red Army has completely driven Hitler’s bandits out of Soviet territory; it is now only a matter of time before they are expelled from all occupied lands.  Ever since the Red Army began its war against Germany, the international situation has undergone profound changes. Thanks to the Red Army’s victories, the future face of a new world has become even clearer and more certain. All forms of fascist regimes and fascist ideology have forever lost any room to exist. National freedom and political democracy have become the unshakable principles of the new world. We, the Chinese people, welcome the advent of this new era, and we hail the unity and concerted efforts of all anti-fascist forces worldwide in striving for it.  Concurrent with the Red Army’s triumphs, Britain and the United States have also achieved significant successes—in North Africa and in the Pacific, respectively. Britain and the United States are actively preparing to fulfill their pledge to open a second front on the European continent. As for China, both the United States and Britain have abrogated the unequal treaties. For the Chinese people, the primary task in this new era is to strengthen our unity and prepare to drive out the Japanese aggressors just as the Red Army drove out the German invaders. We are confident that, through the united struggle of the Chinese people, with the invaluable assistance and support provided by the Soviet Union, the Anglo-Soviet-French Allied forces, and the U.S.-led coalition in the West, we too shall be able to launch our own counteroffensive and achieve final victory.
