The current opportunity is very good. In the West, the war against fascist Germany is about to end victoriously. In the East, the war against fascist Japan is also approaching victory. We are now on the eve of victory. Before the Chinese people, there exists brightness, but also darkness. The Japanese aggressors have not yet been defeated. Even if they are defeated, there still exist two futures: either an independent, free, democratic, unified, and prosperous China, or a colonial, semi-feudal, divided, and weak China. What is our task? To unite all possible forces in the country and the world, defeat the Japanese aggressors, build an independent, free, democratic, unified, and prosperous new China, strive for a bright future, and oppose a dark future. This is our task. Does the Chinese Communist Party have the experience and the possibility to realize this task? We believe that it does. First, there is the strong Chinese Communist Party with 1.21 million members; second, China not only has other regions, but also has powerful liberated areas with a population of 95.5 million, an army of 910,000, and a militia of 2.2 million; third, the assistance of the broad masses of the people throughout the country; fourth, the assistance of the broad masses of the people throughout the world. Under all these conditions, it is entirely possible to defeat the aggressors and build a new China. We need a correct policy. The foundation of this policy is to unite all possible forces in the country and the world, defeat the aggressors, and build a new China. The Communist Party of China has been around for twenty-four years since its birth in 1921, and has gone through three historical periods of heroic struggle: the Northern Expedition, the Land Revolution, and the War of Resistance Against Japan, accumulating rich experience. Comrades! The Seventh National Congress of our Party, which we have been looking forward to for a long time, is now in session. On behalf of the Central Committee, I will make a report to you. The current situation requires our Congress to discuss and decide on many major issues. Then, we will explain our views to the Chinese people. If they agree with our views, we will work with them to do it. Our Congress is being held under the following circumstances: After nearly eight years of resolute, heroic, and unyielding struggle by the Chinese people against the Japanese aggressors, experiencing countless hardships and self-sacrifices, a new situation has emerged. The sacred and just war against the fascist aggressors throughout the world has achieved a decisive victory, and the time for the Chinese people to cooperate with the Allied countries to defeat the Japanese aggressors is approaching. However, China is still not united, the Japanese aggressors are still oppressing us, and there is still a serious crisis in China. Under these circumstances, what should we do? There is no doubt that China urgently needs to unite the representatives of all parties, factions, and non-party figures to form a democratic and temporary coalition government in order to implement democratic reforms, overcome the current crisis, mobilize and unify the anti-Japanese forces of the whole of China, cooperate effectively with the Allied countries in combat, defeat the Japanese aggressors, and liberate the Chinese people from the hands of the Japanese aggressors. Then, on a broad democratic basis, convene a National Congress to form a democratic and legitimate government, also of a coalition nature, including a wider range of representatives from all parties, factions, and non-party figures, to lead the liberated people of the whole country and build China into an independent, free, democratic, unified, and prosperous new country. In a word, take the path of unity and democracy, defeat the aggressors, and build a new China. We believe that only by doing so can we reflect the basic demands of the Chinese people. Therefore, my report will mainly discuss these demands. Whether China should establish a democratic coalition government has become a matter of great concern to the Chinese people and Allied public opinion. Therefore, my report will focus on explaining the issue of the coalition government. The work of the Communist Party of China in the eight-year War of Resistance Against Japan has overcome many difficulties and achieved great results. However, under the current situation, and before the people of the whole country, there are still serious difficulties. The current situation requires us to further engage in urgent and more practical work, continue to overcome difficulties, and strive to fulfill the basic demands of the Chinese people. Can the Chinese people realize the basic demands we have put forward above? Both possibilities exist, depending on the degree of awareness, unity, and effort of the Chinese people. However, the current international and domestic situation provides favorable conditions for the Chinese people. If the Chinese people can make good use of these conditions, actively, resolutely, and unremittingly strive forward, defeat the aggressors, and build a new China, there is no doubt. The Chinese people should redouble their efforts and strive to fulfill their sacred mission. What is the current international situation? Contrary to the expectations of China and all foreign reactionaries, the three major democratic countries of Britain, the United States, and the Soviet Union have always been united. There have been and may still be some disputes between them in the past, but unity ultimately dominates everything. This is a decisive condition, and the Crimean Conference finally proved this point. This condition was produced at a major turning point in world history - the 1940s. When the outbreak of the fascist war of aggression became a war threatening the people of the whole world, the reactionary forces that actually helped the fascist aggressors to oppose the unity of Britain, the United States, and the Soviet Union were largely pushed off the political stage in many major countries (not all countries), and the anti-fascist forces that supported the unity of Britain, the United States, and the Soviet Union gained the upper hand, and this condition was produced. Since this condition appeared in the world, the face of the world has changed. The entire fascist forces and their ghosts in various countries must be eliminated. Major international issues must be resolved through agreements led by the three major countries or the five major countries. The internal affairs of various countries and the world will lead to progress, not reaction. These are the new faces of our world. Of course, we should be fully vigilant and understand that some temporary or even serious twists and turns in history may still occur; the reactionary forces in many countries that do not want to see the people of their own countries and foreign countries achieve unity, progress, and liberation, and the forces of world divisionism, are still powerful. Anyone who ignores these will make political mistakes. However, the general trend of history has been determined and cannot be changed, and the new face of the world has appeared. This new face is not only unfavorable to fascism and the reactionaries in various countries who actually help fascism, but is also good news for the people of all countries and their organized democratic forces. Only the people, only the people, are the driving force for creating the world. The Soviet people created a powerful force and acted as the main force in defeating fascism. The efforts of the people of the four major countries of Britain, the United States, China, and France, and other anti-fascist allies, made it possible to defeat fascism. The United Nations Conference held in San Francisco on April 25 will be the starting point for this lasting and lasting peaceful world. War has educated the people, and the people will win the war, win peace, and win progress, and create new forms and new laws in the world situation. This is very different from the situation in the First World War. At that time, there was no Soviet Union, and there was no such degree of awareness among the people of Britain, the United States, China, France, and other anti-fascist allies as there is now. Naturally, there could not be such world unity led by the three major countries or the five major countries as there is now. We are now in a completely new situation. What we have now is the awakened and united world people and the organized forces of the people, who are becoming more and more aware and more and more united, which stipulates the goal that the wheels of world history are to move towards and the path to be taken to reach this goal. The defeat of the fascist aggressor countries and the emergence of a general peaceful situation does not mean that there is no struggle. The widely dispersed remnants of fascism will certainly cause trouble, and there are anti-democratic forces in the anti-fascist war camp, and they still want to oppress the people. Therefore, after the realization of international peace, the struggle between the anti-fascist people and the remnants of fascism, and the struggle between democracy and anti-democracy, will still fill most parts of the world. Only through long-term efforts and overcoming the remnants of fascism and anti-democratic forces can the most extensive victory of the people be achieved. Reaching this day will not be quick or easy, but it will inevitably be reached. The victory of the anti-fascist Second World War has paved the way for the victory of the people's struggle after the war. Only when the latter struggle is won can lasting and lasting peace be guaranteed. This is the bright future of the people of the world. Because of the unity of the three major democratic countries of Britain, the United States, and the Soviet Union, and other European countries, the war to finally defeat fascist Germany will soon end. The Red Army has attacked Berlin, the nerve center of Hitler, and it will soon be taken down. The Allied forces of Britain, the United States, and France are making the final blow to Hitler's remnants. The Italian people have launched an uprising. All this will finally defeat Hitler. After Hitler is defeated, the following situation will appear in the world: the liberation of Europe, and the immediate enhancement of the possibility of liberating Asia, thereby enabling Asia to be liberated. The three major countries of Britain, the United States, and China are united in the cause of opposing the Japanese aggressors. Because of the long and arduous struggle of the Chinese people in the eight-year war, the joint operations of Britain in the East, and especially the victory of the United States in the Pacific, the war has approached the gate of Japan. The Japanese aggressors are in an extremely unfavorable position, and their military and popular morale has undergone greater turmoil. But it still has strength, it is preparing for a protracted struggle, and hopes to seek a compromise peace through the wavering elements within China and the Allied countries. But the interests of all the people of all Pacific countries require the complete elimination of the Japanese aggressors. The Soviet Union has abolished the Soviet-Japanese Neutrality Treaty, which has given great excitement to the Chinese people and the people of the Pacific countries. Under these circumstances, we should say this: There is still a difficult road to reach the final and complete elimination of the Japanese aggressors, and we must not underestimate the enemy, but the certainty of victory is even greater, and we will definitely win. The Chinese people have never encountered such favorable international conditions as they do now, and this condition has encouraged the Chinese people to support the long-term war. What is the current domestic situation in China? China's long-term war has caused and will continue to cause great sacrifices to the Chinese people. But at the same time, it is this war that has tempered and will continue to temper the heroic and struggling Chinese people. This war has promoted the awareness and unity of the Chinese people to such an extent that not only has it never happened in ancient China, but none of the great struggles of the Chinese people in the past century can compare with it. Before the Chinese people, there is not only a powerful national enemy, but also a powerful domestic reactionary force that actually helps the national enemy, which is one aspect. But on the other hand, the Chinese people not only have a higher degree of awareness than at any time in the past, but also have a powerful Chinese liberated area and an increasingly high national democratic movement. All these are the favorable conditions in the country. If it is said that all the people's struggles in China in the past century have suffered failures or setbacks, and this is because of the lack of necessary international and domestic conditions, then this time is different, and compared with previous times, all the necessary conditions are available, and the possibility of avoiding failure and achieving victory fully exists. If we can unite the people of the whole country, work hard, and give appropriate guidance, we will have victory. The Chinese people's confidence in uniting to defeat the aggressors and build a new China has now been greatly enhanced. The time has come for the Chinese people to overcome all difficulties and realize their basic demands with great historical significance. Is there any doubt about this? I don't think there is any doubt. These are the general situations at home and abroad. Speaking of the domestic situation, we should also make a specific analysis of the Chinese War of Resistance Against Japan. China is one of the five largest countries in the world's anti-fascist war, and is the main country on the Asian continent against the Japanese aggressors. The Chinese people have not only played a central and extremely important role in the War of Resistance Against Japan, but will also play a huge role in ensuring world peace after the war, and will play a decisive role in ensuring peace in the East. In their eight-year War of Resistance Against Japan, the Chinese people have made great efforts for their own liberation and to help the victory of the Allied countries. This effort mainly belongs to the Chinese people. The vast officers and soldiers of the Chinese army shed blood and fought on the front lines, the workers, peasants, intellectuals, and industrialists of China worked hard in the rear, and overseas Chinese donated money to help the war. All anti-Japanese political parties, except for those anti-people elements, have done their best for the war. In short, the Chinese people have fought bravely against the Japanese aggressors for eight years with their own blood and sweat. But for many years, Chinese reactionaries have fabricated rumors, deceived public opinion, and prevented the truth about the role played by the Chinese people in the War of Resistance Against Japan from being exposed to the world. At the same time, no one has yet made a comprehensive summary of the various experiences of the Chinese eight-year War of Resistance Against Japan. Therefore, our Congress should make an appropriate summary of this, in order to educate the people and serve as the basis for our Party to decide on policies. Speaking of summarizing experience, everyone can clearly see that there are two different guiding lines in China, one is capable of defeating the Japanese aggressors, and the other is not only unable to defeat the Japanese aggressors, but in some respects, it is actually helping the Japanese aggressors to harm the War of Resistance Against Japan. The Kuomintang government's reactionary policy of taking a passive policy towards Japan and actively undermining the people internally has led to the loss of the war, the loss of most of the territory, the financial and economic crisis, the oppression of the people, the suffering of the people's lives, the destruction of national unity, and hindered the mobilization and unification of all the Chinese people's anti-Japanese forces to carry out an effective war, and hindered the awakening and unity of the Chinese people. However, the movement for the awakening and unity of the Chinese people has not stopped, and it is developing tortuously under the dual oppression of the Japanese aggressors and the Kuomintang government. Two lines: the Kuomintang government's line of oppressing the Chinese people to carry out passive resistance and the Chinese people's line of awakening and uniting to carry out people's war, have long existed clearly in China. This is the key to all Chinese problems. A tortuous road of history In order to make everyone understand why the issue of these two lines is the key to all Chinese problems, it is necessary to look back at the history of our War of Resistance Against Japan. The Chinese people's War of Resistance Against Japan has developed on a tortuous road. This war actually started in 1931. On September 18, 1931, the Japanese aggressors occupied Shenyang, and within a few months, they occupied the three northeastern provinces. The Kuomintang government adopted a policy of non-resistance. However, the people of the three northeastern provinces, and a part of the patriotic army of the three northeastern provinces, under the leadership or assistance of the Communist Party of China, in violation of the will of the Kuomintang government, organized the anti-Japanese volunteer army of the three northeastern provinces and engaged in heroic guerrilla warfare. This heroic guerrilla warfare once developed to a large scale, and although it encountered many difficulties and setbacks, it was never eliminated by the enemy. In 1932, the Japanese aggressors attacked Shanghai, and a patriotic element within the Kuomintang, once again in violation of the will of the Kuomintang government, led the 19th Route Army to resist the attack of the Japanese aggressors. In 1933, the Japanese aggressors attacked Rehe and Chahar, and another patriotic element within the Kuomintang, for the third time in violation of the will of the Kuomintang government, organized the Anti-Japanese Allied Army and engaged in resistance. However, all these wars of resistance, in addition to the assistance of the Chinese people, the Communist Party of China, other democratic parties, and overseas Chinese, the Kuomintang government, according to its policy of non-resistance, did not give any assistance. On the contrary, the two anti-Japanese actions in Shanghai and Chahar were destroyed by the Kuomintang government. In 1933, the 19th Route Army established the People's Government in Fujian, which was also destroyed by the Kuomintang government. Why did the Kuomintang government adopt a policy of non-resistance at that time? The main reason was that the Kuomintang destroyed the cooperation between the Kuomintang and the Communist Party and the unity of the Chinese people in 1927. In 1924, Mr. Sun Yat-sen accepted the proposal of the Communist Party of China, convened the First National Congress of the Kuomintang with the participation of Communists, formulated the three major policies of alliance with Russia, alliance with the Communist Party, and assistance to peasants and workers, established the Whampoa Military Academy, and realized the national united front of the Kuomintang and the Communist Party and people from all walks of life, thus sweeping away the reactionary forces in Guangdong in 1925, and holding the victorious Northern Expedition from 1926 to 1927, occupying the Yangtze River basin and the Yellow River basin, defeating the Beiyang warlord government, and launching a vast people's liberation struggle that was unprecedented in Chinese history. But in the spring and summer of 1927, just as the Northern Expedition was developing forward, the national united front of the Kuomintang and the Communist Party and the people, which represented the cause of the liberation of the Chinese people, and all its revolutionary policies, were destroyed by the Kuomintang authorities' traitorous anti-people "party purification" policy and massacre policy. Yesterday's allies - the Communist Party of China and the Chinese people, were regarded as enemies, and yesterday's enemies launched a sudden attack on the Communist Party of China and the Chinese people in this way, and the vigorous Chinese revolution was buried. From then on, civil war replaced unity, dictatorship replaced democracy, and a dark China replaced a bright China. However, the Communist Party of China and the Chinese people were not intimidated, conquered, or killed. They crawled up from the ground, wiped the blood from their bodies, buried the bodies of their comrades, and continued to fight. They held high the banner of revolution, held armed resistance, organized people's governments in vast areas of China, implemented land reform, created people's armies - the Chinese Red Army, and preserved and developed the revolutionary forces of the Chinese people. The revolutionary Three People's Principles of Mr. Sun Yat-sen, which were abandoned by the Kuomintang reactionaries, were inherited by the Chinese people, the Communist Party of China, and other democratic elements. After the Japanese aggressor army invaded the three northeastern provinces, the Communist Party of China proposed to the Kuomintang to stop the attack on the Red Army and give the people the right to arm themselves under three conditions, in order to unite against Japan. But the Kuomintang authorities rejected this proposal. From then on, on the one hand, the Kuomintang government's policy of civil war became more and more rampant, and on the other hand, the Chinese people's call for stopping the civil war and uniting against Japan became louder and louder. Various people's patriotic organizations were established in Shanghai and many other places. From 1934 to 1936, the main force of the Red Army in various places north and south of the Yangtze River, under the leadership of our Central Committee, went through untold hardships, moved to the northwest, and joined forces with the Northwest Red Army. In these two years, the Communist Party of China adapted to the new situation, decided and implemented a new and complete political line of the anti-Japanese national united front, with the goal of uniting against Japan and establishing a new democratic republic. On December 9, 1935, the student masses in Beiping, under the leadership of our Party, launched a heroic patriotic movement, established the Chinese National Liberation Vanguard, and promoted this patriotic movement to major cities throughout the country. On December 12, 1936, two patriotic elements within the Kuomintang who advocated resistance against Japan - the Northeast Army and the 17th Route Army, united to bravely oppose the Kuomintang authorities' reactionary policy of compromising with Japan and massacring internally, and held the famous Xi'an Incident. At the same time, other patriotic elements within the Kuomintang were also dissatisfied with the Kuomintang authorities' current policies. Under these circumstances, the Kuomintang authorities were forced to abandon the policy of civil war and recognize the demands of the people. The peaceful resolution of the Xi'an Incident was the pivot of the change in the situation, forming domestic unity under the new situation and launching the national war of resistance against Japan. On the eve of the Lugouqiao Incident, that is, in May 1937, our Party convened a national representative conference with historical significance. This conference approved our Party's new political line since 1935. From the Lugouqiao Incident on July 7, 1937 to the fall of Wuhan in October 1938, the Kuomintang government's war against Japan was relatively active. During this period, the large-scale offensive of the Japanese aggressors and the high tide of national indignation of the people throughout the country made the Kuomintang government's policy focus on opposing the Japanese aggressors, forming a high tide of the national military and civilian war of resistance against Japan, and a vigorous new atmosphere appeared for a time. At that time, the people of the whole country, our Communists, and other democratic parties all placed great hopes on the Kuomintang government, that is, hoping that it would take advantage of this time of national crisis and the enthusiasm of the people to vigorously implement democratic reforms and implement Mr. Sun Yat-sen's revolutionary Three People's Principles. But this hope failed. In these two years, on the one hand, there was a more active war of resistance than in 1931, and on the other hand, the Kuomintang authorities still opposed launching a people's war with the participation of the broad masses of the people, and still restricted the people's spontaneous unity to carry out anti-Japanese and democratic activities. On the one hand, the Kuomintang authorities' attitude towards the Communist Party of China and other anti-Japanese parties had changed compared with the past, and on the other hand, they still did not give equal status to the various parties and restricted their activities in many ways. Many patriotic political prisoners were not released. The main thing was that the Kuomintang government still maintained its oligarchical autocratic form since launching the civil war in 1927, and failed to establish a democratic coalition government that was consistent throughout the country. During this period, our Communists pointed out the two lines of the Chinese War of Resistance Against Japan: either a comprehensive war of the people, which would lead to victory, or a one-sided war of oppressing the people, which would lead to failure. We also pointed out that the war would be long-term and would inevitably encounter many difficulties, but due to the efforts of the Chinese people, final victory would belong to the Chinese people. People's War During this period, the main force of the Chinese Red Army led by the Communist Party of China, which had moved to the northwest, was reorganized into the Eighth Route Army of the Chinese National Revolutionary Army, and the Chinese Red Army guerrilla forces that remained in various places north and south of the Yangtze River were reorganized into the New Fourth Army of the Chinese National Revolutionary Army, and successively went to North China and Central China to fight. The Chinese Red Army during the civil war preserved and developed the democratic traditions of the Whampoa Military Academy and the National Revolutionary Army during the Northern Expedition, and once expanded to hundreds of thousands of people. Due to the Kuomintang government's cruel destruction in the southern base areas, the consumption of the Long March, and other reasons, the number decreased to tens of thousands. Therefore, some people looked down on this army, thinking that the main force of the War of Resistance depended on the Kuomintang. But the people are the best appraisers, and they know that although the Eighth Route Army and the New Fourth Army are small in number, they are of high quality, and only they can carry out a real people's war. Once they go to the front line of the War of Resistance and combine with the broad masses of the people there, their future is unlimited. The people are right. When I am making this report here, our army has developed to 910,000 people, and the militia has developed to more than 2.2 million. No matter how much smaller our formal army is than the Kuomintang's existing army (including the central system and the local system) in terms of quantity, in terms of the number of enemy and puppet troops it resists, the vastness of the battlefield it undertakes, its combat effectiveness, its cooperation with the broad masses of the people, the militia, and the self-defense army, and its political quality and internal unity, it has become the main force of the Chinese War of Resistance Against Japan. The reason why this army is powerful is that all the people who participate in this army have a conscious discipline. They are not combined and fighting for the private interests of a few people or a narrow group, but for the interests of the broad masses of the people and for the interests of the entire nation. Standing closely with the Chinese people and serving the Chinese people wholeheartedly is the only purpose of this army. Under this purpose, this army has an indomitable spirit, it wants to overwhelm all enemies, and it will never be subdued by the enemy. No matter how difficult the situation is, as long as there is one person left, this person will continue to fight. Under this purpose, this army has a very good internal and external unity. Internally, there must be unity between officers and soldiers, between superiors and subordinates, and between military work, political work, and logistics work. Externally, there must be unity between the army and the people, between the army and the government, and between us and our friends. All phenomena that hinder this unity must be overcome. Under this purpose, this army has a correct policy of winning over enemy officers and soldiers and dealing with prisoners. All those who surrender or revolt, or who are willing to participate in opposing the common enemy after laying down their weapons, are welcomed and given appropriate education.
