I agree with the measures for dealing with Tainan. (2) The Guomindang has no proper measures in five aspects: toward the enemy, toward foreign powers (Britain, America), toward the Communists, toward the people, and toward the Party (Central versus local, CC versus Fuxing). The crisis grows daily.
On their side, those who favor Tōjō and surrender are increasing, and their fighting strength is greatly damaged.
They have no countermeasures whatsoever for Britain and America's new policy of overthrowing Wang and supporting Jiang; they are still focused on Germany, providing very little aid to China.
The verbal promises are not met with substance, and their side has no solution at all.
They are extremely suspicious of us, unwilling to resolve issues, publicizing our Party's "criminal charges" every day, attacking our Party's prestige, and vigorously implementing a secret agent policy in an attempt to destroy our Party from within; beyond this, they also have no solution.
Popular uprisings are occurring everywhere in Gansu, Guizhou, Sichuan, and Shaanxi on a very large scale; apart from suppression, they have no other solution.
Internal strife within their party is incessant and shows a trend of increasing.
All of this places the situation of the War of Resistance in an increasingly difficult position.
We must still prepare for three more years of the War of Resistance; what China's situation will be at that time is worthy of deep attention. (3) Our Party should strive to consolidate itself in these three years and stand firm and undefeated.
Toward the enemy, we must use all methods to hold on to the indispensable base areas; both the military struggle of anti-"mopping-up" and anti-"nibbling" and the political struggle of disintegrating the enemy and puppets must be studied for the best strategies.
Toward the Guomindang, we should do our utmost to avoid major military conflicts, so that all of their strength is used against the enemy.
Toward the people, in addition to upholding the "three-thirds system," we should vigorously develop agriculture and handicrafts; if the people's (mainly the peasants') economy becomes exhausted, our Party will be unable to survive.
For this purpose, besides organizing the people's production, the production by the Party, government, and army themselves is extremely important.
Regarding intra-Party policy, first is to rectify the three styles (the one-year plan should be upheld); second is to investigate cadres (including the clearing out of hidden traitors); third is to preserve cadres (sending large batches of cadres to the rear to study). If the above items can be implemented and no major mistakes are made, our Party can place itself in an invincible position.
