Telegram to Zhou Enlai[1]

The Political Bureau meeting on the twenty-first decided to fully agree with this proposal. Upon receipt of the formal proposal from the Presidium of the International, the Central Committee’s formal decision shall be issued forthwith. After your office receives the document from the Presidium of the International, it should be published in the *Xinhua Daily* simultaneously with the other newspapers, but without commentary; upon receipt of the Central Committee’s decision, immediately promulgate the Central Committee’s decision and publish an editorial endorsing it.
