The Kuomintang is seeking to provoke and launch a struggle against us. Therefore, our army’s units coordinating in operations must avoid any conflict with the Kuomintang troops and refrain from giving the Kuomintang any pretext. Report immediately on the situation among the enemy, ourselves, and the friendly forces in that area.
