Reply to Zhou Enlai’s Telegram[1]

(April 30, 1943)

Under the international undercurrents brewing anti-Soviet sentiment, the Kuomintang may be likely to launch anti-communist propaganda. It is necessary for your office to prepare a response. Jianying has already been instructed to handle the materials immediately. You are to first provide oral explanations to all sides, and request to see He, see Zhang,[2] and see Chiang, in order to offer explanations.

[1] This is the main content of Mao Zedong’s reply to Zhou Enlai’s telegram of April 28. In his telegram of April 28 to Mao Zedong and Zhu De, Zhou Enlai pointed out that, based on the situation on all sides and Liu Fei’s letter, it was estimated that the Kuomintang might be likely to openly oppose the Communists in the press. He requested that information on the recent operations of the Eighth Route Army and the New Fourth Army, their coordination with friendly forces, and the circumstances of those forces’ attacks on our army be telegraphed immediately, so that the former could be published in the *Xinhua Daily* and our military achievements could be publicized to foreign correspondents.
