To the National Congress of the British Communist Party[1]

(April 23, 1943)

Central Committee of the British Communist Party:

On behalf of the Chinese Communist Party and the Chinese people, I celebrate the victory of the Sixteenth Congress of the British Communist Party. We regard this congress as an important event in the struggle of the British people against fascism, and we believe it can achieve results in strengthening the unity of the British working class and the British nation, in strengthening the unity between Britain and the Soviet Union, the United States, India, and China, and in promoting the implementation of a second front on the European continent.
