Directive on Proactively Strengthening United Front Work[1]

(February 7, 1943)

The political situation both internationally and domestically is improving day by day. Although the upper echelons of the Nationalist side still adopt stalling tactics, there have emerged among its local and lower levels an urgent need to readjust relations with our Party and our army. We should not let slip any opportunity or any minor incident, but should proactively strengthen local united front work and improve relations, so as to further promote the overall improvement of the domestic situation. All areas should act in accordance with this policy, implement it according to specific conditions, and report to us. Should any incidents of friction occur, they must first be reported and approved; independent action is not permitted.
