Comrade Stalin, the Central Committee of the Communist Party of the Soviet Union, and the officers and soldiers of the Red Army:

On behalf of the entire Chinese Communist Party and the Chinese people, we warmly celebrate the twenty-fifth anniversary of the founding of the Red Army and its victorious counteroffensive.

After twenty-five years of struggle—especially after the “carnival” of the international working class has evolved into a “carnival” for all humanity—the freedom-loving peoples of every nation on the five continents have, through their own experience, unanimously recognized the Red Army and the Soviet people as the mainstay of resistance against fascist aggression and the vanguard in building a new world of peace. The Red Army’s offensive over the past three months is undoubtedly unprecedented in history; moreover, its scale and pace continue to grow. Since launching its counteroffensive on November 19 from the beleaguered city on the Volga, the Red Army has advanced more than sixty thousand kilometers westward to the vicinity of the Dnieper River within just three months. It is now only a matter of time before the Red Army drives Hitler’s bandits entirely out of Soviet territory. Ever since the Red Army began its war against Germany, the international situation has undergone profound changes. Today, thanks to the Red Army’s victories, the future face of the new world has become even clearer and more certain. All forms of fascist regimes and fascist ideology have forever lost any room to exist throughout the globe. National freedom and political democracy have become the established and irrevocable principles of this new era. We, the Chinese people, welcome the advent of this new age, and we hail the unity and concerted efforts of all anti-fascist forces worldwide in striving for it. Concurrent with the Red Army’s triumphs, Britain and the United States have also achieved significant victories in North Africa and in the Pacific, respectively. Britain and the United States are actively preparing to fulfill their pledge to open a Second Front in Europe. As for China, both the United States and Britain have abrogated the unequal treaties imposed upon our country. The primary task facing the Chinese people in this new era is to strengthen our own unity and prepare ourselves to drive out the German aggressors, just as the Red Army has done. We are confident that, through the united struggle of the Chinese people and with the support of the victories of the Soviet Union, Britain, and the United States, we too shall be able to launch our own counteroffensive and achieve final victory.
