To Peng Dehuai and Others[1]

Agree with the decision of the Northern Bureau and the opinion expressed in Jichun’s telegram of Haima[2]. The General School of Kangda should be concluded immediately. Except for the cadets at the platoon and squad level and below, and the Army Middle School[3], which are to be organized into the Sixth Branch School of Kangda, with Xu Shenji as the president and Yuan Ziqin as the political commissar, under the leadership of Liu and Deng, all other cadets at the battalion level and above, the working cadres of the General School, as well as books (bring the important ones) and materials, and a portion of the funds, shall all be brought to Yan’an under the responsibility of Jichun.

[1] This is the main content of the telegram from Mao Zedong, Zhu De, Wang Jiaxiang, and Ye Jianying to Peng Dehuai and forwarded to Zhang Jichun. Zhang Jichun was then serving as the director of the Political Department of the Chinese People’s Anti-Japanese Military and Political University.
