Telegram to Zhou Enlai and Lin Biao[1]

Comrade Xu Haidong has been ill in bed in eastern Anhui for three years without recovery. The present situation of enemy "mopping-up" operations is grim and unfavorable for his convalescence. It is proposed to send him through the Dabie Mountains to the rear area for medical treatment. Please negotiate with Chiang and inform us promptly whether this is possible.
