Telegram to Peng Dehuai[1]

Regarding the extraction of five to ten thousand cadres from North China to the rear for preservation and education, we are making preparations to receive them. Please draw up a plan for sending them in batches, to be dispatched in eight or nine successive groups so as to avoid attracting attention. Relations between the Kuomintang and the Communist Party are improving, and the Border Region may obtain legal status. Lin Biao has already gone to Chongqing, and the Kuomintang has sent Zheng Yanzhuo[2] to Yan’an.

[2] Zheng Yanzhuo was then a counselor of the Ministry of Food of the Kuomintang government. Dispatched by the Relief Committee of the Executive Yuan, he brought 300,000 yuan to the Shaanxi-Gansu-Ningxia Border Region for disaster relief.
